影音串流平台KKTV被指控退費機制不周延，讓消費者多繳月費成了冤大頭。針對類似的消費糾紛，行政院消保處主任消保官王德明表示，消費者應該要先清楚了解契約內容，避免雙方對於解約日期的認知有差異，也建議消費者在訂閱前應先詳細閱讀事項與個資隱私權，才能避免糾紛。
OTT影音服務平台KKTV在2016年中開台，以每月149元價格搶攻國內串流影音服務市場，但是近期卻有多位使用者在KKTV粉絲專頁以及個人網頁，批評解約退款機制不周延，在選擇退訂並不自動續訂下，仍持續收到信用卡繳款帳單，讓消費者成為冤大頭。
消費者蘇先生抱怨，當發現KKTV持續扣款後，立即向蘋果iTues以及KKTV反應了解狀況，並希望爭取退費，不過雙方互踢皮球，最後這筆費用只能不了了之，讓他多付了一個月費用。
根據消保處統計，2016年一整年度有關APP消費糾紛的案件共有1062件，其中與終止契約、解約相關的糾紛有159件，約占15%。
對此，王德明指出，消費者應該要先了解當初與KKTV簽訂的契約內容是什麼，退訂生效的時間點是在月初還是月中要看條文的原意，這不能只是消費者主觀的認知「我今天取消訂閱了，就是立即取消。」因為有很多類似的契約取消訂閱是從下個月才開始生效。
王德明強調，現在很多消費者在下載APP或是要訂閱APP時，在按下同意之前很少有人會仔細閱讀契約內容，這會引發個資隱私權問題，以及雙方對契約內容認知不一樣的困擾，建議消費者要看仔細，確認沒有疑慮之後才購買，避免類似的糾紛再度發生。
